最近話題のポピュリズムについて

こんにちは。2月というのにカリフォルニアはむちゃくちゃ暑いので、毎日タンクトップとショートパンツで寝ています。冬とはなんなのか。

 

相変わらずひたすら論文を読む毎日ですが、Introduction to Comparative Politicsの授業で読んだポピュリズムについての論文が面白かったのでまとめをブログで保存しておきたいと思います。

 

トランプ大統領の出馬以降、日本でもよく聞くようになった「ポピュリズム」。

「日本でも」とか言いつつ、私もトランプ大統領が誕生してから「やばくない…?」と思い(バカ)「ポピュリズムとは何か(水島治郎)」を買って読んだのですが、この本はポピュリズムの定義やどう対処すべきなのか、などがわかりやすく示されている一方で、

(時代超越的な)理論→現代の具体例

と論が進んでいるため、現代のポピュリズムの要素である「移民排除」「エリート批判」「EUへの批判」などが現代の具体例のパートでバーっと出て来て、いまいち頭の中で整理しにくいなあ、と思った記憶があります。めっちゃわかりやすい本なんですけど、私の知識がなさすぎて情報量に沈んだというか。

 

今回読んだ「Distinguising Liberal Democracy's Challengers (Takis S. Pappas)」という論文は、たった14ページの短い論文なのですが、現代のヨーロッパで「ポピュリズム政党」と言われている政党を、「Democracy」「Immigration」「Liberalism」の軸で分類してわかりやすく説明しています。

まあこれも結局理論なので現実の政党はきっちり分類できないと思いますが、軸があるだけでもだいぶ頭の中が整理されました。

ex) 一応先に言っておくと、ヨーロッパ政治をちょっとでも知ってる方には多分これメッチャ基本的な内容です。私はボケっと生きてきたから「わかりやすい〜!」ってなってるけど。

まとめ

Two crucial things about the recent surge of vatious challenges to democracy in Europe

  1. Not all of democracy’s challengers are the same, despite a promiscuous tendency to label them all “populists”.
  2. Their rise is not traceable to a single cause, and hence should not be expected to prompt a single response.

 

There are three groups, each of which defines itself through its opposition to one of the three main pillars of post-1945 European politics:

  1. Democratic representation
  2. Gradual progress toward greater European integration
  3. Political liberalism

 

Three groups are:

  1. The Anti-democrats (vs. Democratic representation)
  2. The Nativists (vs. European integration)
  3. The Populists (vs. Liberalism)

 

The Anti-democrats (vs. Democratic representation)

・Political parties that wish to delegitimize representative democracy’s normative foundations and subvert its legal-institutional structure.

・The right…ultranationalist ideologies→hostile to the EU

・The left...proletarian dictatorship→hostile to the EU as the brainchild of capitalism

・European anti-democratic parties draw their appeal from opposition to capitalism and economic globalization

ex)

・The right…France’s National Front - Marine Le Pen, Greece’s Golden Dawn, the Movement for a Better Hungary, the Vlaam Blok (VB)

The left…the Communist Party of Bohemia and Moravia

 

The Nativists (vs. European integration)

・The policy of protecting the interests of native-born or established inhabitants against those of immigrants.

・Strongly opposes immigration and EU multiculturalism

・Unlike anti-democrats, they fully committed to parliamentary democracy and constitutional legality.

・Unlike populism, nativism does not work against political liberalism for the natives.

 ex)The Freedom Party of Austria, The Dutch Party for Freedom, The Danish People’s Party, The U.K. Independence Party, Alternative for Germany

 

The Populists (vs. Liberalism)

Democratic illiberalism (allegiance to democracy & illiberal tactics)

・Three conclusions from today’s Europe

  1. Populist parties have emerged most prominently in the continent’s south and east
  2. Most of these populist parties do well in elections.
  3. Populism may grow strong on the right or the left

ex)The Panhellenic Socialist Movement, Forza Italia, The populist Direction party

 

What to do?

・Anti-democrats

…Opposition formation, Militant democracy (= A resolute state that uses its available legal and constitutional means to restrict the action of extremists)

 

・Nativists

...Specific treatment, better policies

 

・Populists

...It thrives where political institutions, especially the rule of law and safeguards for minority right, are weak it polarization and majoritarian tendencies are strong.

 

 

今学期は時間に余裕があるので、読んだ論文は全部要約を作っているのですが、自分でも内容を覚えてられるしディスカッションでもコンスタントに発言できるしでいい感じです!
